Are you allowed to take 2 laptops on a plane?
Not a big issue. I have flown with two laptops many times, including departing from London and other major American/European airports and no one ever questioned it. Agree it "shouldn't" be an issue if they are both yours but agree with others that it could be an issue if asked to confirm that.
TSA Rules for Multiple Laptops
The Transportation Security Administration does not limit the number of laptops that you pack in your carry-on bag, even for international flights. In fact, the @askTSA Twitter account posted that “Laptops are allowed in carry-on bags with no quantity limitations.”
Number of Devices, Duty-Free Limit, and Gadget Import Limit
One can bring two laptops to India and for more laptops, they have to pay customs duty. There are some exemptions like if the laptop is a used one and you can prove that with its original receipt.
If you are under the prescribed weight limit, I cannot foresee any problem with carrying 3 laptops in domestic flights.

On international flights, laptops are allowed in carry-on bags with no quantity limitations. However, there's still one thing you should keep in mind. Bringing one or two laptops for personal use is completely fine and you won't have to pay anything.
Can you check laptops in luggage?

Re: does a laptop bag count towards hand luggage weight ? provided your personal item is within the regulation size, then it wont care what the weight is. after all, unless you are carrying lead, there will not be a great deal of weight in the small personal bag size.

Carrying one sealed box of iPhone might not be an issue but if you are carrying 3-4 devices, you will have to show the receipts of your purchases and might even have to pay a customs duty. So, it's better that you avoid carrying more than two phones on your flight from USA to India.

Maximum permissible hand baggage after paying excess charges must not exceed 10 kg including Duty Free items. In case the hand baggage weighs more than 10 kg, the same will not be allowed in the cabin and has to be checked in as registered baggage.

How do I declare my laptop customs?
You must physically take the equipment to the office and an CBP Officer will record the description of the item and its serial number on a Certificate of Registration for Personal Effects Taken Abroad on a CBP Form 4457. The CBP Officer will then stamp and sign the form and give it to you to present upon your return.
